In what situations will Facebook decide to use CBO first over ABO?

I never really looked into using Facebook for my ad campaigns, but I have realized that there is a lot of potential with the users. My current goal is to invest in all of the best audiences and ads, regardless of platform. In order to get good results, I want to be certain about my understanding of the two budget models. In what situations does Facebook use Campaign Budget Optimization over Ad Set Budget Optimization for ad campaigns?

On default, CBO (Campaign Budget Optimization) is set as the default budget setting. It will use CBO unless you change it to ABO (Ad set Budget Optimization). With CBO, Facebook distributes your budget based on each ad set's performance while with ABO you decide how much money will be used on each ad set.
