Will segmenting the target audience on TikTok improve ad performance?

My Shopify store has taken a slump, and I am struggling to make consistent profits. I have been adverting on Facebook ads, and it seems like the ad targeting feature hasn't worked perfectly for my brand. I feel that collecting my client data to target new market segments has been relatively difficult on Facebook Ads, and it has made my growth projections inaccurate. A friend recently recommended Tik Tok, but I'm not sure if I am not so sure. Can I improve my ROAS and my store's conversion rate if I advertise on TikTok using good ad creative and fine-tuned targeting?
